What to do when the first appeal is denied

Send the first reply once, through the path in the notice, and keep a copy. A second letter the next morning mostly repeats the first. Wait for their answer.

If they deny it, read the denial next to your draft and next to the original notice. Look for the sentence you did not answer: a missing document, an order you skipped, a policy you described in your own words instead of theirs. The next letter is about that gap. It is not a warmer version of the letter they already refused.

If they ask for more documents, send those documents with a short note of what each one is. Do not take the request as a chance to restate the whole case.

A denial is not proof that another account will be allowed. It is proof the last letter was not enough. Chapter 6 of the Appeal Guide is written for that moment. The guide does not file a further appeal, and it does not tell you the account will return.
